| Go to your start menu, on the right hand side click my computer
Where the adress bar is in internet explorer, there is an adress bar in the window that opens

| Arrgh iv'e done the exact steps that CC said but in paint.net it doesn't show the 'lightrays' anywhere in effects,any suggestions?

It's in Effects --> Renders --> Lightrays

| Yes i did that..and it's not there...this is also happending with about 9 other effects

| Are you sure you're saving them in the right place?
It's C:\Program Files\Paint.NET\Effects
You should just be able to open 'My Computer', paste that address in the address bar and BOOM, you're there.
Make sure you only paste the .DLL in there

| Also if you get stuck again,
Make sre you have the latest version of PDN and
Go to file and see if it has any Plugin Load Errors
