First, you'll need this plugin:

Ok, here's my layout. I find it quite simple, and easy to use. You may want to use it yourself.

Now you need to change your primary and secondary colours. The primary and secondary colours are shown here:

Now you need to adjust Lightrays however you want! You can find Lightrays by clicking on the 'Effects' bit at the top, and then the 'Render' submenu.

Now press 'OK', and make a new layer!

Now you need to choose your picture! I'm using this one:

Next you need to put your picture on the new layer, make it transparent and anti-alias it.

Now you may want to add a glow! You can find this effect at: Effects > Photo > Glow

Well, that's pretty much it!
Of course, there's lots more you can do, shines, gradients, outlines etc, but here's a good place to start!

Click on proram files> Click on paint.NET> Click on effects
Place the DLL in there
